Steve focuses his practice on litigation and arbitration of complex commercial disputes involving renewable energy, construction and government contracts.

Steve has extensive experience advising and representing renewable energy developers in the preparation and pursuit of warranty claims against several global original equipment manufacturers. He has also assisted renewable energy project owners on numerous transactional and corporate matters affecting day-to-day project operations, including compliance issues arising under contracts with the U.S. government agencies.

Steve’s construction and government contracts practice includes assisting owners, general contractors and subcontractors in claims or disputes in both state and federal court litigation and alternative dispute resolution proceedings. He has counseled on and litigated a broad array of legal disputes before the Government Accountability Office, the Boards of Contract Appeals, the Court of Federal Claims and the U.S. Court of Appeals for the Federal Circuit.

Prior to joining the firm, Steve was a special assistant and assistant attorney general in the Criminal Section of the Public Safety Division for the Office of the Attorney General for the District of Columbia. He served as a criminal prosecutor in traffic and misdemeanor criminal cases before the District of Columbia Superior Court.

Steve's recent experience includes:

  • Advised solar developer on various compliance issues arising under a power purchase agreement with a government agency for a soon-to-be-constructed solar project.
  • Represented global renewable energy developer in multi-million arbitration in New York regarding alleged breaches of warranties in long-term service and maintenance agreement.
  • Advised wind energy developers in warranty disputes involving alleged blade and gearbox defects in wind turbines at facilities in California, Colorado, Illinois, New Mexico, Oregon, Pennsylvania and Texas.
  • Represented a renewable energy developer in litigation of a $140 million warranty coverage dispute involving wind turbines at wind farms in California, Illinois and Pennsylvania.
  • Successfully obtained dismissal of hydroelectric developer in breach of contract action against developer and investor-owned utility brought by the former owner of the plant.
  • Represented wind energy developer in litigation against a major balance of plant contractor and engineering firm.
