Overview

With a deep understanding of healthcare law, Andrew focuses his practice on helping clients in the hospice sector.

Andrew is part of the firm’s coast-to-coast Hospice & Palliative Care Team, working with clients on a broad range of regulatory concerns, from compliance to business growth. He answers questions that might otherwise keep clients awake at night. Andrew and the team also help navigate clients through a wide range of Medicare and Medicaid audits, fraud and repayment investigations, and contracting issues.

Clients appreciate Andrew’s background as in-house counsel for the Wisconsin Hospital Association (WHA), where he monitored changing state and federal legislation and rulemaking and how they influenced healthcare providers. In that position, Andrew handled contracting, compliance, governance and healthcare policy matters, including issues related to Health Insurance Portability and Accountability Act (HIPAA) and data privacy, telehealth and meaningful use of electronic health records (EHR). He enjoys advocating for clients so they can stay focused on the mission of caring for patients.

Healthcare Experience

  • Assisted on legal team in arguing for the invalidity of Unified Program Integrity Contractor (UPIC)'s multi-million dollar extrapolated overpayment on behalf of hospice client.
  • Drafted and negotiated inpatient and outpatient services agreements with larger academic medical center on behalf of hospice client.
  • Drafted variety of complex healthcare agreements on behalf of hospice clients, including palliative care services agreements and preferred provider agreements.
  • Counseled clients during COVID-19 pandemic through navigation of array of Medicare telehealth requirements.

Association Counsel

  • Led negotiation of complex cloud migration contract.
  • Drafted and reviewed employee handbook policies and counseled human resources director on employment practices.
  • Coordinated development and execution of plan for Wisconsin to adopt interstate licensure compact, ensuring ability of out-of-state nurses to continue practicing in-state.
  • Led public policy development efforts related to telehealth, electronic health records, trauma care and emergency preparedness.

Outside the Office

Andrew provides a forever home for three animals.

In addition to having fostered cats, Andrew happily makes a permanent home for two cats, Nora and Rufus, as well as a dog, Lucy. He and his girlfriend, Nina, enjoy sampling local restaurants and home cooking, whether it’s brewing a batch of kombucha or baking desserts. He also enjoys film and gets in a run when he can.
