Marc is a senior energy regulatory attorney and former Texas administrative law judge who brings a rare 360-degree perspective to energy regulation.
His career has spanned state agencies, the Texas Attorney General’s Office, the Texas Legislature, in-house counsel roles in the retail energy and residential and commercial solar industries, and private practice. This breadth of experience, combined with decades of advising and representing clients on electric market regulatory matters in Texas and other jurisdictions, gives him a deep understanding of how regulatory decisions are made, challenged, and implemented—and how they shape critical energy infrastructure projects.
Marc advises clients across the data center ecosystem, including developers, operators, investors, utilities, and energy companies, on the regulatory and infrastructure challenges created by rapidly growing electricity demand. Drawing on experience across every stage of the energy regulatory process, he provides practical guidance on the issues affecting data center development and operations. His work encompasses the energy infrastructure and regulatory matters critical to these projects, including distributed generation, microgrids, competitive electricity markets, grid modernization, interconnection, transmission planning, compliance, and administrative litigation. He regularly represents clients before the Public Utility Commission of Texas and other state agencies, advises on legislative and policy developments, and guides clients through significant rulemakings and regulatory proceedings.
Marc listens closely to understand each client’s goals, priorities, and business context, then develops and executes strategies aligned with those objectives from planning through implementation.
