Overview

After nearly a decade in the federal government, Benjamin guides clients through the complexities of transportation regulations.

Benjamin assists shippers, carriers, brokers, truckers, rail operators, customs brokers, and other intermediaries in understanding and complying with complex federal regulations related to rail, road, and ocean transportation. He also collaborates with customs brokerage teams to ensure operational adherence to applicable governmental requirements. Benjamin frequently advises clients on regulatory compliance matters, negotiates diverse transportation agreements, and offers practical solutions for legal issues that arise in day-to-day operations.

Benjamin has extensive experience with the Shipping Act, the Ocean Shipping Reform Act, and other maritime laws and regulations, with a focus on the many regulatory changes enacted in the 2010s and 20s. He spent nearly eight years with the Federal Maritime Commission, where he was drawn to the massive impact ocean shipping and ports have on daily life. His work in the Commission’s Office of the General Counsel included drafting key regulations and participating in major investigations into supply chain disruptions, and demurrage and detention practices, including significant contributions to Fact Finding No. 28 and Fact Finding No. 29. Today, Benjamin offers clients an experienced perspective on how government agencies approach regulation and enforcement.

At the Federal Maritime Commission:

  • Participated in government investigations into demurrage and detention practices in the United States and the supply chain disruption caused by COVID-19.
  • Utilized alternative dispute resolution practices to resolve over 75+ disputes before the Office of Consumer Affairs and Dispute Resolution Services.
Outside the Office

Benjamin lives just outside of Washington DC with his wife and two very active young sons. He also frequently volunteers with his local church.

Benjamin is a regular volunteer at Mountain View Bible Camp, a Christian camp in the Appalachian Mountains.
