Ruslan’s experience focuses on U.S. trade remedies and compliance with trade enforcement actions. While at the Commerce Department, he counseled on all aspects of antidumping and countervailing duty law and supported complex investigations into pricing and subsidy practices. He also drafted trial court and appellate briefs defending the department’s decisions before the U.S. Court of International Trade and U.S. Court of Appeals for the Federal Circuit. His work spanned a range of industries, including steel and aluminum, agriculture, chemicals, renewable energy components (including solar and wind), battery materials, and forestry products.
