A former attorney in the U.S. Department of Commerce’s Office of the Chief Counsel for Trade Enforcement and Compliance, Ruslan advises clients on U.S. trade law to help maximize commercial opportunity while minimizing regulatory risk and penalties.

Ruslan’s experience focuses on U.S. trade remedies and compliance with trade enforcement actions. While at the Commerce Department, he counseled on all aspects of antidumping and countervailing duty law and supported complex investigations into pricing and subsidy practices. He also drafted trial court and appellate briefs defending the department’s decisions before the U.S. Court of International Trade and U.S. Court of Appeals for the Federal Circuit. His work spanned a range of industries, including steel and aluminum, agriculture, chemicals, renewable energy components (including solar and wind), battery materials, and forestry products.

Ruslan’s government service informs a disciplined, practical approach to client counseling and advocacy. He understands that trade compliance in an ever-evolving legal landscape turns on technical precision and accuracy. Outside the Office

Ruslan enjoys mountain biking and hiking, but his greatest passion is music. He is a proud member of the Washington Conservatory of Music Community Orchestra and once played in Carnegie Hall! Otherwise, Ruslan and his fiancée, Julie, can be found walking their “son” Sirius, a lovable Siberian Husky.
