Overview

Moushami draws on an international background and career to advise clients on tariffs, customs matters, and trade remedies.

As a young professional in India, Moushami was fascinated by international events and relations. After earning a law degree in Bangalore, she knew she wanted to earn a second degree overseas, and she enrolled in the LL.M. program at George Washington University Law School in Washington, DC. A course on international trade sparked her interest, and she went on to intern with the World Trade Organization in Switzerland. Upon returning to India, Moushami began her legal career and rose to partner, representing importers, exporters, and the Indian government in antidumping and CVD investigations as well as WTO litigation.

Moushami returned to the U.S. to practice as an international trade attorney in 2014, later joining Husch Blackwell’s Washington office in 2025. She has represented foreign governments and multinational corporations in all aspects of customs and tariff related matters. She has represented clients in safeguard, antidumping, and countervailing duty actions before the Department of Commerce and U.S. International Trade Commission and in appeals before the Court of International Trade and the Court of Appeals for the Federal Circuit, as well as before NAFTA and USMCA panels. Moushami regularly advises clients on tariffs and customs rules, including Section 301 and 232 tariffs and exclusion processes, customs classifications, country of origin marking requirements, prior disclosures, relief petitions, and protests. She is especially knowledgeable about Buy America and “Made in U.S.A.” rules and their implications for clients in various industries.

After living, working, and studying in India and in the U.S., Moushami feels like an insider with an outsider’s perspective in both countries, and she understands how both the developing and developed worlds tend to see trade policy. It’s a point of view that helps her readily put herself in the place of both the client and the government agency.

Known for her passion and enthusiasm for helping clients work across borders, Moushami excels at client communication. She aims to break down issues so that they’re easily understandable, ensuring that clients are clear on trade requirements and potential remedies.

Experience
  • Represented Korean conglomerate in Department of Commerce proceedings concerning aluminum extrusions.
  • Represented the Government of New Brunswick in expedited and administrative review of CVD proceedings of softwood lumber from Canada including appeals to the CIT, CAFC, NAFTA, and USMCA panels.
  • Represented the Government of Mexico in the global safeguard investigation on fresh, chilled, or frozen blueberries before the U.S. International Trade Commission.
  • Represented the Government of Mexico in CVD suspension agreement proceedings on sugar from Mexico.
  • Represented companies in securing Section 301 tariff exclusions and appeals before the CIT.
  • Successfully mitigated liquidated damages for temporary importation under bond entries.
  • Advised companies in technology, manufacturing, consumer products, and chemicals on classification, marking requirements, marking duties, and repacking certifications.
  • Advised on relief petition related to coastwise trade violations.
  • Advised on imports of scientific samples and personal effects containing animal products.
  • Advised on domestic content rules for manufactured products, cement, cranes, electric vehicle chargers, and utility equipment.
  • Led the Government of India's defense in India – Measures Concerning the Importation of Certain Agricultural Products (DS430) brought by the United States.
  • Advised Government of India on WTO compatibility of (i) EU agricultural subsidies on wine and dairy, (ii) EU customs seizures of Indian generic medicines in transit, and (iii) domestic content requirements in India's solar and thermal power policies.
  • Represented Indian antibiotics exporters in successful termination by the European Commission of sunset review of the CVD order on broad spectrum antibiotics.
  • Represented exporters and importers through the entire stage of Indian antidumping, general safeguards, and China specific safeguard actions across several industries including solar cells, antibiotics, rubber chemicals, paints, tyres, paper, glass, cold rolled steel, and telecommunications equipment.
Outside the Office

With two children at home, Moushami devotes most of her free time to her family. She and her husband love showing their kids around DC and enjoying its sites and amenities.

Moushami also enjoys running, listening to Indian classical music, and practicing her Indian classical dance skills.

Community Leadership

Along with her husband and a friend, Moushami leads Ananda Bhairavi, a nonprofit focused on promoting Indian performing artists. The group organizes concerts in the DC area for artists traveling in the U.S.
