Overview

Bilal represents a diverse set of clients in international trade matters.

Bilal’s practice focuses on U.S. customs and import compliance matters, complemented by broad experience in export controls. He regularly advises clients on complex regulatory issues before key U.S. administrative agencies, including U.S. Customs and Border Protection (CPB), the Department of Commerce (DOC), the Department of Homeland Security (DHS), and the Bureau of Industry and Security (BIS).

On imports, Bilal has extensive experience representing clients in determining tariff classifications; handling prior disclosures, CF-28 Requests for Information and CF-29 Notices of Action; administrative protests; detentions and seizures; liquidated damages; country of origin determinations; and Enforce and Protect Act (EAPA) investigations. He regularly helps clients develop import compliance programs and implement tariff mitigation strategies across current tariff regimes.

Clients turn to Bilal for assistance with export controls as well, specifically arising under Export Administration Regulations (EAR), including Export Control Classification Numbers (ECCNs), licensing requirements, and Schedule B determinations. Bilal manages risks associated with Specially Designated Nationals (SDNs) and blocked persons, ensuring clients maintain compliance with U.S. sanctions programs administered by the Office of Foreign Assets Control (OFAC).

Prior to joining Husch Blackwell, Bilal served as an associate at a Houston-based law firm and later at a nationally recognized international trade law firm.

Experience
  • Advised clients on navigating complex tariff regimes, including the International Emergency Economic Powers Act (IEEPA) and reciprocal tariffs, and supported the development of mitigation strategies and duty savings opportunities under Harmonized Tariff Schedule of the United States (HTSUS) Chapter 98 special provisions.
  • Evaluated United States-Mexico-Canada Agreement (USMCA) compliance, including qualification of goods under the rules of origin and strategies to reduce duties.
  • Performed complex reviews for a Global 500 company, analyzing supply chains and determining the origin of components.
  • Represented a subsidiary of a Fortune 100 company in preparing and filing deemed export license applications with the BIS.
  • Conducted tariff classification reviews across a range of specialized industries, including automotive, agricultural commodities, industrial machinery, and precision manufacturing sectors.
  • Counseled clients on strategic matters pertaining to U.S. safeguard tariffs, such as Section 301 and Section 232 tariffs.
  • Assisted clients in filing administrative protests in response to CBP classification and origin-related disputes.
  • Represented clients in CBP administrative trade procedures, including determination of tariff classification; CF-28 and CF-29 proceedings; prior disclosures; administrative protests; petitions, binding ruling requests; and regulatory regimes concerning antidumping and countervailing duties.
  • Advised clients on issues involving the EAR, ECCN, export licensing requirements, and Schedule B classifications.
  • Led clients across multiple industries in developing comprehensive trade compliance programs and related procedures.
  • Evaluated trade concerns across various technological industries, including offshore oil platforms, human machine interfaces, printed circuit boards, radar apparatuses, and unmanned aerial aircrafts, among others.
  • Assisted clients in appearing before the Court of International Trade and in seeking a successful settlement with the Department of Justice (DOJ).
  • Represented clients successfully in complex regulatory audits on country of origin, antidumping and countervailing duties (AD/CVD), and safeguard tariffs.
  • Prepared evidentiary support and submissions for clients involved in EAPA investigations.
  • Negotiated with CBP, the DHS, and the BIS to secure the release of a seized coiled tubing unit valued at $3.6 million, and successfully mitigated over $500,000 in accrued storage fees on behalf of the client.
Outside the Office

Bilal believes in living life to the fullest. He and his wife enjoy exploring destinations in the U.S. and abroad and look forward to sharing those experiences with their son, born in August 2025. Their most recent international trip was to Cape Town, South Africa, and favorite destinations include Italy, Singapore, and Bali.

When he’s not traveling, Bilal enjoys trying different cuisines in Houston and spending time at home with family—including Kulfi, his young, “crazy” Goldendoodle.
