Bilal’s practice focuses on U.S. customs and import compliance matters, complemented by broad experience in export controls. He regularly advises clients on complex regulatory issues before key U.S. administrative agencies, including U.S. Customs and Border Protection (CPB), the Department of Commerce (DOC), the Department of Homeland Security (DHS), and the Bureau of Industry and Security (BIS).
On imports, Bilal has extensive experience representing clients in determining tariff classifications; handling prior disclosures, CF-28 Requests for Information and CF-29 Notices of Action; administrative protests; detentions and seizures; liquidated damages; country of origin determinations; and Enforce and Protect Act (EAPA) investigations. He regularly helps clients develop import compliance programs and implement tariff mitigation strategies across current tariff regimes.
Clients turn to Bilal for assistance with export controls as well, specifically arising under Export Administration Regulations (EAR), including Export Control Classification Numbers (ECCNs), licensing requirements, and Schedule B determinations. Bilal manages risks associated with Specially Designated Nationals (SDNs) and blocked persons, ensuring clients maintain compliance with U.S. sanctions programs administered by the Office of Foreign Assets Control (OFAC).
Prior to joining Husch Blackwell, Bilal served as an associate at a Houston-based law firm and later at a nationally recognized international trade law firm.
