Husch Blackwell Survey Finds Growing Appetite for P3 Projects

In collaboration with the Public-Private Partnership Conference & Expo (P3C), Husch Blackwell is pleased to announce the completion of its third-annual P3C Conference Survey Report that highlights the results of an annual survey of registrants of the P3C, which kicked off yesterday in Dallas, Texas.

The survey queried registrants on their current level of involvement with public-private partnership (P3) projects, on why they opted for or against a P3 project, and their expectations for P3 in the future. The results reveal intentions for significantly increased participation in P3 projects by both public and private organizations. When asked about their plans over the next three years, 85 percent of public-side respondents and 93 percent of private-side respondents affirmed plans for multiple P3 projects in the works. Similar to 2016, this year’s survey also reconfirmed the prevailing notion that "P3 will become the traditional financing model for public works projects," with 80 percent of the public-side respondents and 91 percent of private-side respondents agreeing with the statement.

Husch Blackwell analyzed results of the survey, which was distributed online by P3C. Survey responses were sorted into public- and private-side registrants, but were otherwise anonymous. Respondents for the public sector represented city, county, state, educational and construction officials; private organization participants were mostly from construction, consulting, financial advisory and lending firms, as well as planning, design and engineering firms.

The Public-Private Partnership Conference & Expo is a three-day event exploring the role of P3 as it unites over 1,200 attendees from private industry and the public sector to discuss infrastructure challenges faced nationwide.

Husch Blackwell attorneys Charles Renner and Jim Mulligan will participate in this year’s P3C. Renner will moderate and Mulligan will join a panel on the afternoon of Tuesday, February 28, titled "The Road Ahead for Commercial Developers: The Intersection of Opportunity and Challenge." The panel will address the suitability of P3 project delivery for a range of "vertical" and mixed-used real estate projects, including Hybrid P3 projects that integrate commercial developments into or alongside P3 projects supporting civic interests, including arenas, fine arts centers, water treatment facilities, student housing, and other public facilities.
