Situation
A technology-based design contractor that provides a range of products and services to military and commercial customers had a contract awarded by the Army to deliver a 3-D training system challenged by a competitor. Performance of the contract was put on hold pending the outcome of the challenge.
Result
The U.S. Small Business Administration Office of Hearings and Appeals accepted all the arguments raised on behalf of the contractor and rejected the competitor’s challenge, allowing the contractor to retain the award and move forward with the design and development of the training system.
