Panelist, "Federal Contracting and the FCA," FBA Qui Tam Conference

Panelists, including Husch Blackwell's Elliot Doomes, will explore the FCA in the context of federal contracting preference programs, offering insight into how these programs interact with allegations of falsity and potential liability.

Attendees will hear perspectives from a current SBA attorney, seasoned government contracting and FCA defense counsel, and a recent GSA attorney. The conversation will address commercial item rules, false certification theories, key aspects of the Federal Acquisition Regulation, domestic preference requirements related to acquiring U.S. products, and the Trade Agreements Act’s restrictions on end products from foreign countries. Panelists will, also, discuss how fraud theories are evolving in connection with contract preferences and eligibility, providing practical considerations for navigating these issues in today’s procurement environment.
