Connecticut: State-by-State Summary of Prompt Payment

Connecticut

Owner to Prime Contractor (Private): 30 days after receipt of invoice.

Prime Contractor to Subcontractor (Private): 30 days after receipt of payment from the owner.

Interest/Penalties (Private): Interest at a rate of 1% per month. Attorney’s fees awarded upon a finding that payment was unreasonably withheld. 

Owner to Prime Contractor (Public): Unless otherwise agreed by contract, 45 days after invoice.

Prime Contractor to Subcontractor (Public): 30 days after receipt of payment from the owner.

Interest/Penalties (Public): Prime contractor: interest at the rate equal to the monthly effective yield for the state’s Short Team Investment Fund; Subcontractor: interest at a rate of 1% per month.

Pay-If-Paid Permissible: Yes.

Special Notes: Statute creates a direct right of action for a subcontractor against the private project owner if the subcontractor is not paid.
