A healthcare attorney and registered nurse, Tamar brings clients a 360-degree view of healthcare regulation.

In addition to counseling clients on complex healthcare regulatory matters, Tamar’s experience includes nursing on medical-surgical and intensive care units at Level 1 trauma centers, coordinating risk management for a pediatric academic medical center and serving on hospital ethics committees. She understands healthcare regulatory law from all perspectives: drafting, implementation and enforcement. Her ability to navigate the legal alignment of patient care and compliance is comprehensive and unique. Tamar helps clients navigate:

In her Healthcare Regulatory & Compliance Counseling practice, Tamar’s familiarity with complex statutes, regulations and policies allows her to proactively guide clients. When a claim or deficiency does arise, Tamar sees it as an opportunity to strengthen existing policies and procedures.

Experience
  • Defended a licensed professional nurse in action involving state health department seeking to place her on the state's employee disqualification list (EDL).
  • Successfully obtained the deletions of Quality of Care and Quality of Life federal deficiency citations through information dispute resolution (IDR) imposed against a skilled nursing facility.
  • Secured favorable judgments in residential care facility's oppositions to multiple residents' appeals contesting discharge before Administrative Hearing Commission.
  • Developed pandemic response policy and procedure for healthcare settings.
  • Assisted with a change of ownership transaction for client seeking to purchasing 15 nursing facilities across four states.
  • Drafted Health Insurance Portability and Accountability Act (HIPAA) and Health Information Technology for Economic and Clinical Health (HITECH) Act policies and procedures for a variety of healthcare clients, including physician groups.
  • Coordinated risk management for pediatric Level 1 trauma center with provider-based primary and specialty clinics across two states. Instituted compliance education, proactively mitigated risk and conducted internal investigations for unanticipated outcomes.
  • Routinely guided clients on matters of hospital policy revisions, long-term care admission agreements, Medicare and Medicaid reimbursement appeals, Health Insurance Portability and Accountability Act of 1996 (HIPAA), Medicare Access and CHIP Reauthorization Act of 2015 (MACRA) and Merit-based Incentive Payment System (MIPS).
  • Defended hospital and long-term care medical-malpractice lawsuits including drafting dispositive motions, responsive pleadings, discovery responses and developing trial strategy.
  • Successfully represented Missouri board-certified nurse practitioner in licensure disciplinary actions before nursing board.
  • Obtained favorable judgments in guardianship and electroconvulsive therapy (ECT) petitions filed on major healthcare system's behalf.
Outside the Office

Tamar spends her free time with her son and niece. The family enjoys binge-watching Netflix movies and shows, hiking in local parks and dining out for elaborate Sunday brunches.
