Megan helps healthcare clients comply with regulatory law.

Megan’s practice is heavily state-focused, keeping healthcare providers in line with Massachusetts state laws. She provides counsel on a variety of state regulatory matters governed by agencies such as the Department of Public Health, Health Policy Commission, Office of Medicaid (MassHealth), Department of Mental Health, Executive Office of Health and Human Services, Office of the Attorney General and Executive Office of Elder Affairs; and she frequently assists with the preparation of Determination of Need documents.

In addition, Megan counsels clients on federal matters involving Medicare, Medicaid, the False Claims Act, Anti-Kickback Statute and Stark Law. While she has an extensive background in healthcare fraud and abuse and False Claims litigation, her current focus on regulatory compliance counseling aims to help clients prevent litigation.

Megan’s interest in healthcare goes beyond the regulatory system: her original goal was to become a physician, and she once served as a patient care technician in the Emergency Department of a Level 1 Adult Trauma Center. However, she discovered an interest in law and policy during her undergraduate years and chose to pursue a career in healthcare law that would combine her passions.

Her background in patient care means that Megan understands the procedures and medical issues in question when she’s drafting Determination of Need paperwork, and it also means that she understands what her legal advice will mean in practical terms. She has firsthand knowledge of how compliance plays out on the ground level of a hospital, and she knows the day-to-day reality of work in healthcare. It’s an understanding at the center of her practice: Megan makes it a priority to understand the inner workings and mission of client organizations, and she aims to build relationships where clients feel comfortable reaching out at any time.
