A member of Husch Blackwell’s Healthcare, Life Sciences & Education group, Katie Jo focuses her practice on serving institutions of higher education. She provides outside general counsel, regulatory compliance, and litigation services to a variety of public, private, nonprofit and proprietary colleges and universities. Katie Jo also has experience working with K-12 institutions.
Katie Jo’s litigation practice focuses on litigation involving federal and state regulatory statutes, employment issues, and constitutional rights. She represents clients at all stages of litigation, including settlement negotiations and dispositive motion practice. In addition, Katie Jo provides in-depth legal and regulatory compliance counseling, which includes policy and practice audits and policy drafting.
Katie Jo’s areas of expertise include: Title IX (sexual misconduct, pregnant and parenting students, and gender equity in athletics); campus carry; higher education employment and faculty tenure; Family Educational Records Privacy Act (FERPA); institutional and programmatic accreditation; and First Amendment religious liberty and free speech issues.
Prior to joining Husch Blackwell, Katie Jo was one of ten law students selected as a recipient of the 2015 Burton Distinguished Legal Writing Award, one of the most prestigious national awards for student legal writing. She received the award for her article titled Resisting Rulemaking: Challenging the Montana Settlement’s Title IX Sexual Harassment Blueprint, which was published in the Notre Dame Law Review. Katie Jo’s article provided an administrative law analysis of the Obama-era Title IX Dear Colleague Letters, arguing that the Department of Education’s use of Dear Colleague Letters violated the Administrative Procedure Act by failing engage in notice-and-comment rulemaking.
While at Notre Dame Law School, Katie Jo served as a judicial extern to the Honorable Jon E. DeGuilio in the United States District Court of the Northern District of Indiana. She also spent a semester working in the Notre Dame Office of Athletics Compliance. During her time at Baylor University, Katie Jo worked as the Undergraduate Assistant in the Office of the President.
