A member of the firm's Healthcare, Life Sciences & Education team, Julie has represented numerous healthcare providers and suppliers in complex regulatory and transactional matters. She has experience counseling clients on a variety of regulatory and compliance issues, including state and federal healthcare fraud and abuse, Stark/physician self-referrals, false claims, fee-splitting, patient-brokering, corporate practice of medicine, certificate of need, licensure and accreditation, Medicare/Medicaid reimbursement, medical staffing, and health privacy and security matters. Julie also has experience structuring mergers and acquisitions in the healthcare industry to comply with the myriad of legal and regulatory requirements applicable to arrangements unique to the healthcare industry.
Julie routinely assists provider clients, including hospitals and health systems, ambulatory surgery centers, dialysis providers and mental health providers, with referral source relationship compliance issues such as matters requiring refunds and/or self-disclosures to government-funded healthcare programs. Julie has experience in the intricate and involved processes associated with refunds and disclosures, including but not limited to the Centers for Medicare and Medicaid Services’ Self-Referral Disclosure Protocol and the Office of Inspector General’s Self-Disclosure Protocol, as well as state Medicaid disclosure and refund requirements. In addition to Julie’s extensive experience in the compliance and self-disclosure realm, Julie also has experience on federal and state patient privacy and health information security laws and frequently presents on topics such as the Health Insurance Portability and Accountability Act (HIPAA).
Having experience as both in-house and external counsel to clients in the healthcare industry, Julie provides practical guidance that serves both the business objectives and manages legal risk appropriately in the heavily regulated healthcare environment.
Julie also serves as the firm’s Pro Bono Coordinator for the Denver office.
Prior to Julie's time at the firm, she served as clerk for the Honorable William J. Bauer of the United States Court of Appeals for the Seventh Circuit. In addition, she has experience practicing at large, international law firms in Chicago, as well as serving as Assistant General Counsel and Deputy Privacy Officer for DaVita Inc.
