Overview

Hal has been involved in all facets of business and real estate transactions, including commercial financing (both lender and borrower sides) and equity financing of new developments and property acquisitions.

Hal is also sought out for his experience with complex financing structures involving New Markets Tax Credits (NMTC), Low-Income Housing Tax Credits (LIHTC), Historic Tax Credits (HTC), Wisconsin Small Business Credit Initiatives and tax increment financings (TIF). He has been particularly active in the development and redevelopment of residential, commercial and mixed-use projects.

Since 1978, Hal’s representative work has included:

  • Development of thousands of residential and commercial condominium and rental units in urban and suburban settings.
  • Placement of securitized auto loan pools.
  • Redevelopment of former manufacturing sites into mixed-use retail and residential units.
  • Purchase and sale of numerous manufacturing businesses in private transactions involving asset transfers or transfers of equities.

Hal is a frequent presenter on economic development and business topics.

Experience
  • Represented bank in all stages of securing and deploying $22.5 million in New Markets Tax Credits (NMTC) for three construction projects: a public library, a grocery store and lofts.
  • Advised commercial real estate company on complex capital stack for office development, including sale of a tenants in common (TIC) interest and tax increment financing (TIF).
  • Represented community development entities, qualified active low-income businesses, senior lenders and tax credit investors in leverage and direct models of NMTC transactions.
  • Represented sponsors and lenders in LIHTC and HTC transactions.
  • Advised senior housing developers through the equity, siting, construction and financing process.
  • Represented developers in securitized financing pools, including opinions regarding non-consolidaton.
  • Advised many banks on real estate and working capital credit facilities.
  • Advised Wisconsin Housing and Economic Development Authority ( WHEDA) in implementing the State Small Business Credit Initiative in Wisconsin.
  • Represented a manufacturer of green technology building projects and a developer of waste-to-energy projects.
  • Developed golf courses with adjacent single-family lots and condominiums.
  • Handled construction lending for downtown Milwaukee high-rise office and residential buildings.
  • Developed downtown Milwaukee high-rise residential rental projects.
  • Developed vacant land mixed-use projects, primarily in Wisconsin and Illinois.
