“It’s been a true blessing to have the capabilities of Husch Blackwell in times when we’ve really needed it… I can’t tell you how much I’ve appreciated that because I have seen the fruits of the labor. One of the best things I think we’ve ever done on this board was bring in the Husch team.”

Tim Fowler, Director, Papio-Missouri River Natural Resources District

Overview

Hal is a problem-solver who has offered distinguished legal and community service in Nebraska for more than 50 years.

As a former two-term Omaha mayor and four-term U.S. congressman, Hal understands how government works on the city, county, state and federal levels. With his deep experience, he knows how to navigate government entities in ways that help clients resolve challenges and achieve objectives.

Hal offers guidance on government relations, public policy, legislative and administrative strategies, and government contracts to clients that include startup and small businesses, trade associations and healthcare providers. His areas of focus include everything from trademarks and corporate structure analysis to healthcare compliance and tax legislation.

Hal serves primarily healthcare clients, including a multistate pharmacy benefits management company, an electronic hospital-discharge company, a 50-state home healthcare franchise company, a nursing home operator, and statewide nursing and chiropractic physicians trade associations. Other clients have included a Natural Resources District, a publicly traded waste hauler, a publicly traded international chemical company, several Nebraska recycling companies and a national chemical trade association.

Hal has authored numerous publications on Social Security and speaks frequently on healthcare public policy.
