Elicia extensively examines the minute details of every assignment to provide healthcare clients with deep insights into operational risks and regulatory compliance.
Elicia has experience handling both established and emerging legal issues in the healthcare space, guiding clients in an array of areas, such as healthcare provider and facility licensing, Anti-Kickback Statute and Stark Law compliance, Medicare billing and reimbursement, corporate practice of medicine concerns, charitable premium assistance programs, telemedicine, and a range of issues falling under the Affordable Care Act. She also works closely with clients facing contracting challenges, bringing significant experience in the negotiation and drafting of employment, professional services, and settlement agreements, among numerous others.
Elicia has supported transactional teams in managing large-scale due diligence related to mergers and acquisitions, where her research skills and attention to detail enable her to recognize risks and opportunities for both buyers and sellers. Her due diligence work has involved both large transactions, such as hospital system mergers, as well as smaller hospital-physician group integrations.
Elicia also maintains a deep interest in governance and healthcare and corporate ethics. She has extensive experience working with Independent Review Organizations under multiple Corporate Integrity Agreements and holds a master’s degree in Bioethics from Harvard Medical School. She also serves as an adjunct faculty member at Southern Methodist University Dedman School of Law, where she co-teaches Public Health Law and Ethics.
Prior to entering private practice, Elicia served as law clerk with a federally designated legal protection and advocacy agency for people with disabilities in Texas, a leading medical device manufacturer, and a large Dallas hospital.
