A member of the Healthcare, Life Sciences & Education industry team, Carol focuses her practice in the areas of healthcare and administrative law with an emphasis on regulatory matters pertaining to the licensing and certification of post-acute and ancillary healthcare providers in state and federal regulatory proceedings. These matters include Medicare/Medicaid certification and licensing surveys, program audits, investigations for fraud and abuse and reimbursement audits. She also has extensive experience representing licensed and certified healthcare professionals in administrative proceedings before state licensing and federal certification agencies.
A registered nurse for 35 years, Carol has a unique clinical background and wealth of practical knowledge. She has previous experience as a state regulator for the Wyoming and Minnesota State Boards of Nursing and has served as a faculty member for the University of Northern Colorado, Baccalaureate Nursing Degree program. She has tried agency cases relating to Medicare/Medicaid compliance before the Appeals Board and the Civil Remedies Division of the U.S. Department of Health & Human Services, contesting sanctions and civil monetary penalties where she has obtained favorable results.
Additionally, Carol has represented clients responding to Department of Justice and Office of Inspector General investigative subpoenas relating to Medicare billing and quality of care issues. She has directly represented her clients responding to state Medicaid Fraud Control Unit’s State False Claims Act regarding civil claims and related matters.
