Bob’s practice focuses on a wide range of healthcare regulatory, compliance and transactional matters.  

He has represented clients in all sectors of the healthcare industry, including hospitals and health systems, physicians and other healthcare professionals, senior and assisted living providers, pharmaceutical and medical device manufacturers, durable medical equipment suppliers, pharmacies, and pharmacy benefit managers.

Bob has assisted providers in structuring corporate compliance programs, successfully represented clients subject to government investigations and audits, reviewed arrangements under various fraud and abuse laws, and advised on Medicare/Medicaid coverage and reimbursement rules. Bob has extensive experience negotiating and structuring health system transactions, including mergers and acquisitions, partnerships, joint ventures, and financings. He has also represented clients in a broad range of commercial contract matters, including the negotiation of employment/consulting agreements, management agreements, leases, licensing and royalty agreements, and health plan provider contracts.

Before joining Husch Blackwell, Bob was Vice President and in-house legal counsel for a Fortune 20 pharmacy services company, as well as a Partner with another AmLaw 100 law firm in Washington, D.C. He also previously served as an adjunct professor at the George Washington University Law School where he taught the Law & Medicine course for several years.

  • Assisted a pharmacy benefit manager in structuring research studies with outside collaborators to comply with HIPAA patient privacy and data security requirements.
  • Represented clients under investigation by the U.S. Department of Health and Human Services' Office of Inspector General and the U.S. Department of Justice, including the negotiation of criminal/civil settlements and Corporate Integrity Agreements.
  • Conducted comprehensive risk assessments involving various fraud and abuse laws, including the federal Anti-Kickback Law, the Stark Physician Self-Referral Law, and the federal Civil False Claims Act.
  • Developed and implemented corporate compliance programs for hospitals, health systems, physician groups, and device/pharmaceutical manufacturers.
  • Successfully represented providers before the Provider Reimbursement Review Board and the Office of Medicare Hearings and Appeals in matters involving Medicare coverage and reimbursement disputes.
  • Represented a national association for nursing facility, assisted living, and subacute care providers on a variety of regulatory and policy matters.
  • Advised a cancer hospital on the formation and operation of an innovative multi-provider cancer treatment joint venture while maintaining the hospital’s PPS-exempt designation.
  • Represented an academic medical center in the sale of its hospital and related clinical enterprise to a regional healthcare system.
  • Lead regulatory counsel for a lender in a $1.4 billion debt restructuring involving over 200 senior living properties.
  • Represented a health insurer in the negotiation of a trademark license agreement with a non-profit membership organization to offer co-branded Medicare Advantage health plans to consumers.
  • Advised physicians and multi-specialty group practices on a variety of matters, including practice formation, practice acquisitions, CPT coding and billing audits, Medical Board disciplinary matters, and health plan disputes.
  • Successfully represented a national retail pharmacy chain in numerous state Medicaid agency payment audits and investigations.
  • Worked with community-based non-profit organizations on public health initiatives, including the establishment of comprehensive health education programs and improvements to treatment access for at-risk populations.
