Adam brings a deep knowledge of government affairs to his practice and helps clients work with government entities to move their interests forward.

As a partner at Husch Blackwell LLP and a principal at Husch Blackwell Strategies, Adam lobbies and provides policy and regulatory law support to public and private sector clients at the local, state and federal levels of government.

Adam’s wide-ranging experience includes working on behalf of a public entity to identify a private contractor and negotiate terms to advance a billion-dollar airport project. He also advocated on behalf of a major casino and entertainment company regarding international tax and online gambling issues. He facilitated a legislative compromise in the Affordable Care Act, clearing the way for a physician-owned hospital to provide general acute care services to military families. He also advanced the interests of a coalition of companies negatively affected by the recent legislative changes to the federal tax code.

Adam previously served as chief democratic counsel and staff director to the House Veterans Affairs Subcommittee on Oversight and Investigations. Prior to that, he served as associate counsel to the Senate Committee on Education & Labor, and senior legislative assistant in the U.S. House of Representatives. 

Adam feels a personal responsibility toward working to improve his community and elevating the level of political discourse in America. He is active with a number of nonprofit and community groups, including the Urban League, the Negro Leagues Baseball Museum and the Harry S. Truman Library Institute & Museum.

Leveraging Skills in Billion-Dollar Public-Private Partnership

Working in concert with another Husch Blackwell colleague, Adam has leveraged his political and legal skills to help steer a public entity client through the legislative process, as well as tense negotiations with private developers over the construction and financing of a billion dollar airport deal, the largest infrastructure project in the city’s history. This ongoing, multi-year project has provided a platform for Adam to utilize his government affairs background, legal expertise, and outcome-based approach to help achieve ambitious client objectives.

  • Provided support and guidance to public-private partnership attempting to attract utility-scale solar and biofuel projects to remediated brownfield site.
  • Provided public relations and government affairs guidance to major publicly traded hospitality company seeking to develop world-class environmental sustainability program.
  • Provided government affairs and regulatory support to large-scale energy consumer responding to increasingly deregulated energy market.
  • Provided project development and government relations support to public and private entities seeking to develop utility-scale solar and wind projects in Missouri, Kansas, Colorado and Georgia.
  • Managed federal government affairs for publicly traded midstream energy company seeking regulatory approvals for propane storage project.

Crisis Management

  • As key member of the firm's CARES Act resource team, advised clients on accessing COVID-19-driven financial assistance, including Paycheck Protection Program (PPP), Economic Injury Disaster Loans (EIDL) and Main Street Lending Program.

Government Advocacy

  • Serves as principal member of federal lobby team supporting efforts to make legislative changes to protect consumers and restore the Federal Wire Act's long-standing ban on internet gambling.
  • Serves as principal federal lobbyist working with Congress and U.S. Department of Agriculture to facilitate the timely, efficient and equitable distribution of class action settlement proceeds to corn growers.
  • Represents coalition of supplemental insurance brokers advocating for legislative or regulatory changes to the tax code in light of unintended, yet potentially fatal, provisions in the Tax Cuts and Jobs Act of 2017.
  • Represents shareholder group advocating for banking reform legislation to provide for equitable relief and administrative review over certain inequitable regulatory actions.
  • Coordinated Congressional outreach and helped secure $8.5 million in FY 2021 Federal Transit Administration (FTA)/U.S. Department of Transportation (USDOT) grants to Kansas City Area Transportation Authority (KCATA).
  • Coordinated Congressional/agency outreach and helped secure $2 million in 2021 National Archives & Research Administration (NARA) funding for infrastructure improvements to Harry S. Truman Presidential Library.
  • Coordinated Congressional outreach and successful legislative efforts to enact Negro Leagues Baseball Centennial Commemorative Coin Act of 2020. Net proceeds from coin sales — projected by Congressional leaders to range from $6-12 million — will be directed to the Negro Leagues Baseball Museum, a non-profit 501(c)3 organization in Kansas City, Missouri.
