Our bipartisan team of former state political and government officials regularly provides regulatory and legal services to public and private entities in Missouri’s state capital, Jefferson City. The team leader is Lowell Pearson, former deputy director of revenue for Missouri and managing partner of our Jefferson City office.
In addition to our strong presence in Jefferson City, we are deeply connected in Kansas City, St. Louis and Springfield, Missouri.
Our team of former state and federal officials regularly provides direct lobbying services before Nebraska’s nonpartisan unicameral legislature, as well as regulatory and legal services to public and private entities in the state capital of Lincoln.
Our efforts in Nebraska are led by Kyle J. Gilster, head of Husch Blackwell’s Public Policy, Regulatory & Government Affairs practice and general counsel at Husch Blackwell Strategies; Harold "Hal" Daub, former U.S. congressman and mayor of Omaha; and Ronald J. Sedlacek, former legislative and committee counsel for the Nebraska Legislature.
In addition to our strong presence in Lincoln, we have deep connections and a presence in Omaha.

Our attorneys have held positions in many agencies of state government, as well as in the Texas legislature, so we know how to better manage the legislative and administrative processes for our clients' benefit through advocacy with state government contacts.
Our representation with key leaders at executive agencies is ongoing. We work on issues during legislative sessions, as well as between sessions, when important interim committee work is being done. This enables us to identify and help shape governmental actions that can impact our clients’ businesses.

In Wisconsin’s state capital of Madison, our bipartisan team regularly provides lobbying, regulatory and legal services to public and private entities, including tribal organizations.
Husch Blackwell efforts in Wisconsin are led by Michael S. Rogowski, former chief of staff to the governor of Wisconsin and assistant deputy secretary at the departments of Corrections and Financial Institutions. In addition to our strong presence in Madison, we assist Wisconsin clients from our offices in Milwaukee and Waukesha County.
In Illinois, our focus is on tax, land use, zoning and economic development incentives, with an emphasis on wind energy. Our efforts in Illinois are led by Kyle C. Barry, who is the former deputy general counsel for the Illinois Department of Commerce and Economic Opportunity.
We assist clients in Illinois from our offices in Chicago and St. Louis, Missouri.
In Kansas, wind and other renewable energy projects have been our focus.
Our practice in Kansas is headed by Michael R. Murray, who spent 12 years as a special assistant and then administrative assistant for U.S. Rep. Jan Meyers of Kansas. He also was the congresswoman’s finance director during her campaign. Murray has held numerous other positions with political campaigns, including Bob Dole’s first run for U.S. Senate in 1968.
In addition to our efforts in Topeka, we advise clients in Kansas from our Kansas City, Missouri, office.
