Robert advises long term care providers, pharmacies, and other healthcare clients regarding state and federal regulatory requirements, including state licensure, reimbursement rules, controlled substance rules, and Medicaid and Medicare program participation. He represents providers in reimbursement appeals and defends them in professional disciplinary proceedings. Robert also represents healthcare providers in civil fraud and abuse and white collar criminal investigations.

Robert’s administrative litigation experience includes practice before the Missouri Administrative Hearing Commission, Missouri Public Service Commission, Missouri Ethics Commission, Missouri Board of Pharmacy, other professional licensing boards and federal agencies. He has successfully briefed and argued appellate cases before the Missouri Supreme Court, Missouri Court of Appeals and U.S. Court of Appeals for the Federal Circuit. Robert is experienced in preparing transfer applications, amicus curiae briefs and petitions for extraordinary writs.

Robert also advises candidates, political committees, businesses and individuals regarding election and campaign finance laws. He helps clients organize their campaigns and responds to ethics complaints and other legal actions taken against them. Robert also advises clients regarding the initiative petition process. He and other firm attorneys have frequently and successfully litigated cases concerning constitutional and statutory amendments being proposed by initiative petition.
