Jay focuses his Government Affairs and Public Policy practice on helping clients find proactive solutions to legal, regulatory and statutory challenges. Jay is an experienced Government Affairs attorney who provides business clients public policy support across a broad spectrum of subject areas. He is a registered Missouri lobbyist with policy experience in tort reform, employment law, civil justice reform, energy and the environment, education reform, ethics, elections and initiative petitions, tax reform and motor vehicle law.
Before joining Husch Blackwell, Jay served as General Counsel and Director of Legislative Affairs for the Missouri Chamber of Commerce and Industry. While there, he was an integral part of the government affairs team, and worked to protect and advance the interests of Missouri businesses in the State Capitol.
Prior to his work with the Missouri Chamber, Jay was the legislative director for the Missouri Departments of Natural Resources and Revenue, where he managed the development, drafting and implementation of the departments’ legislative and policy agendas. Jay began his legal career as an Assistant Attorney General in the Missouri Attorney General’s office, Public Safety Division. While there, he represented the state’s interest in more than thirty-five jury trials across the state and in federal court.
Jay is a veteran of both the U.S. Navy and the Colorado Army National Guard.
