With deep experience in strategic and tactical decisions affecting transportation, infrastructure and supply chain management, Chip creatively assists clients in regulatory obligations, transactions, federal and state government relations, government investigations and alternative dispute resolution. He is effective at building bridges between the public and the private sectors, bringing nearly two decades of government service to his legal practice.
During his government career, Chip held senior appointments as chair of the Surface Transportation Board, chief executive officer of the Virginia Department of Transportation, and associate administrator for policy and governmental affairs at the Federal Highway Administration. He also served as a counsel and the chief of staff for two members of Congress, including Congressman Bob Goodlatte, who chairs the House Judiciary Committee. Chip also worked as counsel on the House Committee on Government Oversight and Reform.
