Husch Blackwell Partner Elisabeth Myers speaks on a panel before the Staff of the Federal Energy Regulatory Commission (FERC) and invited members of the Energy Bar Association. The discussion focuses on the federal statute and regulations governing the regulation of oil pipelines. Panelists provide an overview of FERC’s jurisdiction over the transportation of oil in interstate commerce; explain the process of FERC rate making for oil pipelines, including indexing, cost-of-service rates, market-based rates and settlement rates; and explore the procedural nuances of the oil pipeline regulatory practice. A former chair of EBA’s Oil and Liquids Pipelines Committee, Myers provides a shipper perspective on these topics.
