Husch Blackwell Sanders attorneys Megan C. Phillips and David B. Pursell co-authored a chapter of the book "Avoiding Fraud and Abuse in the Medical Office," a collaborative effort between the American Medical Association and the American Health Lawyers Association. The chapter, "Introduction to Fraud and Abuse for Physicians," provides physicians with a user-friendly overview of the fundamental principles behind the fraud and abuse laws, while giving real-life examples of conduct that could trigger a government investigation and/or a fraud and abuse violation. The chapter focuses on the key concepts behind the fraud and abuse laws, including the type of conduct that the government is concerned about, the government's efforts to address fraud and abuse problems, and practical steps physicians can take to avoid fraud and abuse liability when operating their physician practices.

Phillips and Pursell focus their practice in the area of Health Law. Phillips is an Associate in the firm's Omaha, Nebraska, office. She assists clients on issues related to Medicare and Medicaid reimbursement, Stark and anti-kickback analysis, state and federal licensure/certification of health care facilities, corporate health care transactions, HIPAA compliance and other regulatory matters. Phillips received her J.D. from Washington University (2002), where she was a member of the Journal of Law & Policy and graduated Order of the Coif.
Pursell is a Partner in the firm's Kansas City, Missouri, office. He has practiced health care law for over 20 years, advising hospitals, physicians, professional corporations and other health care providers on issues facing the health care profession. Pursell has been a frequent speaker at American Health Lawyers Association conferences as well as other industry conferences nationwide. He received his J.D. from the University of Missouri – Columbia (1988), where he was a member of Missouri Law Review and graduated Order of the Coif.
