John R. "Jack" Horner

Senior Advisor

Jack joined the firm as a Senior Advisor in 2010.

Prior to joining the firm, Jack served as Director of Congressional Relations for the United States Consumer Product Safety Commission (CPSC) from 2002 to 2009. During his tenure, Jack acted as the agency’s single liaison with Congress during the legislative consideration and subsequent agency implementation of the Consumer Product Safety Improvement Act of 2008. The Act was the first major effort to update the nation’s consumer product safety laws since 1991.

Jack has 22 years of experience serving on Capitol Hill. He served as Director of Legislative and Members’ Services for the House Republican Conference (1998-2002) and as Legislative Director to the Chairman, Rep. J.C. Watts Jr., R-Okla. (1995-1998). From 1988 to 1995, Jack served as Vice-President of Campbell-Crane and Associates, a government relations firm representing Fortune 500 companies, national trade associations and universities.

Jack was appointed and served as Special Assistant to the U.S. Ambassador to Ireland from 1986 to 1988. He spent the first 15 years of his career as a Staff Assistant for two members of the U.S. House of Representatives: Hal Daub, R-Neb., and Margaret Heckler, R-Mass.
