With his extensive background at the Federal Energy Regulatory Commission, he will counsel clients on the development and implementation of energy regulatory compliance programs and in FERC enforcement matters.

Prior to joining Husch Blackwell, Pulas worked in FERC’s Office of Enforcement (and its predecessors) for more than 20 years. He was involved in a wide range of regulatory enforcement and compliance matters involving electric utilities, electric transmission companies, Independent System Operators, Regional Transmission Organizations, interstate and intrastate natural gas pipelines, natural gas producers, independent marketers and oil pipelines.

Pulas earned his J.D. from Georgetown University Law Center in Washington, D.C. (1974) and his B.S. in Government & Public Administration, with honors, from American University in Washington, D.C. (1970).
