Our bipartisan team of former state political and government officials regularly provides lobbying, regulatory and legal services to public and private entities in Missouri’s state capital, Jefferson City.
Our efforts in Missouri are led by Lowell Pearson, former Deputy Director of Revenue for Missouri and Managing Partner of our Jefferson City office; Jay Atkins, a registered Missouri lobbyist and former General Counsel and Director of Legislative Affairs for the Missouri Chamber of Commerce and Industry and Adam Sachs, who has served in various senior U.S. congressional staff positions, including general counsel and staff director to the House Veterans Affairs Oversight Subcommittee.
In addition to our strong presence in Jefferson City, our team also works from our offices in Kansas City, St. Louis and Springfield, Mo.
Our team of former state and federal officials regularly provides direct lobbying services before Nebraska’s nonpartisan unicameral legislature, as well as regulatory and legal services to public and private entities in the state capital of Lincoln.
Our efforts in Nebraska are led by Steve Grasz, former chief deputy attorney general in Nebraska; Hal Daub, former U.S. congressman and mayor of Omaha, serving currently as a regent for the University of Nebraska; Tim Gay, former Nebraska state senator and chair of the Nebraska Legislature’s Health and Human Services Committee; and Ron Sedlacek, former legislative and committee counsel for the Nebraska Legislature, who for the past 31 years has represented associations as well as individual corporate clients and governmental entities. Both Tim and Ron are Nebraska registered lobbyists for Husch Blackwell and its clients.
In addition to our strong presence in Lincoln, our team also works from our Omaha office.
We have a direct advocacy and lobbying practice in the state capital of Austin and can quickly address legislative or regulatory issues that may affect your business. Our attorneys have held positions in many agencies of state government, as well as in the Texas legislature, so we know how to better manage the legislative and administrative processes for our clients' benefit through advocacy with state government contacts.
Our representation with key leaders at executive agencies is ongoing. We work on issues during legislative sessions, as well as between sessions, when important interim committee work is being done. This enables us to identify and help shape governmental actions that can impact our clients’ businesses.

In Wisconsin’s state capital of Madison, our bipartisan team regularly provides lobbying, regulatory and legal services to public and private entities.
Our efforts in Wisconsin are led by Michael Rogowski, former chief of staff to the governor of Wisconsin and assistant deputy secretary at the departments of Corrections and Financial Institutions; Tom Springer, former four-term representative in Wisconsin’s State Assembly; Steve Lyons, former deputy chief of staff to the governor of Wisconsin and chief policy advisor to the state’s Senate Majority Leader; Samantha Skenandore, a member of the Ho-Chunk Nation who represents and advises tribal and corporate clients on a variety of issues facing Indian country; and Jeffrey Vercauteren, who advises clients on detailed and complex regulatory and government affairs issues, including matters before the Federal Energy Regulatory Commission, the Public Service Commission of Wisconsin, the Wisconsin Department of Natural Resources, and other state and local agencies.
In addition to our strong presence in Madison, we assist Wisconsin clients from our offices in Milwaukee and Waukesha County.
In Illinois, our focus is on tax, land use, zoning and economic development incentives with an emphasis in wind energy.
Our efforts in Illinois are led by Kyle Barry, who is the former deputy general counsel for the Illinois Department of Commerce and Economic Opportunity.
In addition to our efforts in Springfield, we also assist clients in Illinois from our Chicago office, as well as our St. Louis, Mo., office.
In Kansas, wind and other renewable energy projects have been our focus.
Our practice in Kansas is headed by Michael Murray. Michael spent 12 years as a special assistant and then administrative assistant for U.S. Rep. Jan Meyers of Kansas. He also was the congresswoman’s finance director during her campaign. He has also held numerous positions with political campaigns, including Bob Dole’s first run for U.S. Senate in 1968.
In addition to our efforts in Topeka, we also assist clients in Kansas from our Kansas City, Mo., office.
We service clients throughout Colorado from our Denver office location. Much of work in the state is related to healthcare and real estate development.
