Hal provides comprehensive government relations services, general corporate consulting, business-to-government contracting services and issues management to corporate clients. He focuses on legislative and administrative strategies and issues such as corporate structure analysis, federal healthcare compliance and major federal tax legislation. Prior to serving two terms as the Mayor of Omaha, he served four terms in the U.S. House of Representatives with positions on the House Ways and Means, Public Works & Transportation, Government Operations and Small Business Committees. Hal also served on the boards of the U.S. Conference of Mayors and National League of Cities and a six-year term as a U.S. Senate-confirmed, Presidential appointee and Chairman of the permanent, statutory Social Security Advisory Board. Hal recently served as the Nebraska Republican Party National Committeeman, as well as the McCain 2008 State General Chairman.

Hal is a former Vice President, General Counsel to Standard Chemical Manufacturing Company and a former partner with Deloitte & Touche.

He served as a Captain in the U.S. Army from 1966 to 1968. Hal has been an active member and leader of civic and charitable organizations in Omaha and across Nebraska.

Hal has authored numerous publications on social security and has frequently spoken on the North American Free Trade Agreement and healthcare public policy.
